EMN Annual Reports on Migration and Asylum
Reports summarize the most important developments in the migration and asylum policies, legislation and activities that took place in the calendar year. Statistics are part of them. The reports are elaborated based on a previously agreed and approved specification that is the same for all EU Member States and Norway.
Annual Report on Migration and Asylum 2023
The report offers a comprehensive overview of the most significant legal and policy developments and statistical trends in the field of migration and asylum that occurred in the 30 EMN Member and Observer Countries in 2023. At the EU level, the most significant development was the political agreement reached by the European Parliament and the Council of the EU on the Pact on Migration and Asylum, which was thereafter adopted in 2024. Other key topics covered include e.g. responses to the increase in irregular migration and international protection applications, measures supporting temporary protection for Ukrainian nationals, digitalisation efforts to enhance administrative efficiency during migration processes and initiatives addressing labour market needs and social integration.

The report offers a comprehensive overview of the key developments in the area of migration and asylum in the EMN Member and Observer Countries in 2022. The event that has distinctly defined this period was the invasion of the Ukraine on 24 February 2022. The report contains a chapter dedicated to the response to the war in Ukraine.
