EMN working breakfast on migration terms and actors working in the field of migration and international protection in Slovakia, Bratislava, 1 March 2016

On 1 March 2016 in Bratislava, the EMN organised a working breakfast on migration terms and actors working the field of migration and international protection in Slovakia. The meeting was specifically aimed at press and communication units of the public administration and other subjects. It was attended by representatives of the Ministry of Interior of the Slovak Republic (MoI SR) including the Police Force Presidium (PFP), Ministry of Labour, Social Affairs and Family of the Slovak Republic (MoLSAF SR), Ministry of Foreign and European Affairs of the Slovak Republic (MoFEA SR) and the European Parliament Information Office in Slovakia.

The aim of the meeting was to provide an overview of basic terminology related to migration and international protection, to introduce the agenda and activities of the ministries and other actors in the field of migration and international protection in Slovakia, to present the EMN outputs which summarise organisation of migration and asylum policies in Slovakia and Europe as well as to discuss the needs of and obstacles for communitation of topics related to migration and international protection.

Firstly, the most important activities and EMN outputs were introduced. Consequently, representatives of several ministries and authorities working in the field of migration and international protection presented agenda of their sections in relation to this topic. The MoI SR formulates, develops and implements the immigration and asylum policy mainly through the Migration Office of the MoI SR (MO MoI SR) and the Bureau of Border and Alien Police of the PFP (BBAP PFP). Moreover, it also acts as the responsible and certification body for the EU funds. MO MoI SR is responsible for the field of international protection including the legislation in the field of international protection, decision making in the asylum procedure and it cooperates with MoLSAF SR in the field of integration of beneficiaries of international protection. Besides, it is responsible for the creation of the migration policy and the coordination of its implementation. MoLSAF SR supervises the integration policy, coordinates legal labour migration and provision of social services and at the same time it is reponsible for the care for unacommpanied minors. BBAP PFP is in charge of the border control and border management, granting and control of residence permits, fight against irregular migration, collection of statistical data on legal and irregular migration, returns and readmission of irregular migrants, implementation of the Dublin procedure and partially issuing and control of visa. Within its consular agenda, MoFEA SR is responsible for issuing of visa and granting of residence permits. It also plans and coordinates the development cooperation and humanitarian aid of the Slovak Republic and it provides grants to international and nongovernmental organisations also in the field of migration as well as grants for dealing with the current migration situation e.g. to the Madad Fund. MoFEA coordinates preparation and course of the activities within the presidency of the Slovak Republic of the Council of the EU. Together with other ministries, MoFEA is involved in activities in connection with the initiative Appeal for Humanity with which it was entrusted by the Government of the Slovak Republic. The Statistical Office of the Slovak Republic is also partially involved in the topic of migration by collecting and processing data on international migration and population statistics.
