New EMN–OECD Joint Inform Reviews Responsibilities and Access to Rights under Temporary Protection

The European Migration Network (EMN) and the OECD have published a joint inform entitled “Responsibilities and access to rights for beneficiaries of temporary protection.” The document draws on national contributions from 26 EMN National Contact Points and input from the OECD. The inform provides an up-to-date picture of how participating countries apply temporary protection and ensure access to rights, mapping national policy and legal changes up to April 2025. 

The inform reviews access to core rights and services across key areas, including accommodation and the means to obtain housing, medical care, education, social welfare and means of subsistence, labour market measures and employment services. It shows that national approaches differ significantly and highlights how support is increasingly adjusted for beneficiaries who become partially or fully self-reliant, including in some cases by linking certain forms of support to participation in work, education, or integration-related activities.

A dedicated section examines the introduction of financial contributions for benefits and services. In seven EMN Member Countries, beneficiaries may be asked to contribute in specific circumstances, typically when they have sufficient income and are accommodated in reception facilities, while safeguards and exemptions for vulnerable groups are in place. The inform also reflects ongoing public and political debate around the fairness and sustainability of these models, noting that systematic impact assessments are generally not yet available.

Finally, the inform considers what happens beyond temporary protection (currently extended until March 2027), looking at pathways towards alternative residence permits, visas or other authorisations of stay. While many countries rely on standard third-country national rules rather than special transition procedures, a smaller group facilitates transition in different ways, most often through employment-related routes, to support longer-term residence prospects once temporary protection ends.
