New EMN Inform Explores Language and Literacy Support for Adult Beneficiaries of International Protection

The European Migration Network (EMN), in cooperation with the Council of Europe and the Organisation for Economic Cooperation and Development (OECD), has published a new inform titled “Language and literacy support measures for adult beneficiaries of international protection.” The publication provides a comparative overview of approaches across 24 EMN Member and Observer Countries, covering developments in this area up to January 2025.

Language proficiency is recognised as a key factor supporting successful integration, enabling access to employment, education, public services and wider participation in society. Almost all reporting countries offer adult beneficiaries of international protection (BIP) targeted and/or mainstream language and literacy support – ranging from formal education to non-formal programmes and digital tools delivered by a wide range of stakeholders.

The inform also notes specific challenges that may affect BIP in language learning, such as low literacy, limited prior education, unfamiliarity with the Latin script, trauma, or caring responsibilities. Seventeen EMN countries offer tailored courses for low-literacy learners, and participation in language learning is mandatory in eleven countries. 

Most countries have quality assurance frameworks in place, such as approved curricula, teacher qualification requirements and processes to monitor progress before and/or after course participation. However, comprehensive evaluations of programme effectiveness remain limited.

Good practices identified include linking language learning to labour market needs, the use of digital tools, and practical support such as childcare, transport assistance and flexible course schedules.

This inform contributes to more informed integration policymaking at both EU and national level and complements initiatives such as the EU Action Plan on Integration and Inclusion (2021–2027) and the Qualification Regulation.
